This actually happened when Khun Chuan was a prime-minister. Khun Chuan was worried so he asked the King whether or not this bothers him so he would ask the police to go take care of it. The King said, it depends. Do we consider the act of setting off the firecrackers the breaking of the law or the right and the freedom for the people…

“If it’s legal and it’s the right for the people to do so, we have to put up with it. I have to put up with it. Khun Chuan, too, you also have to put up with it. But if it’s illegal and it’s not the right for them to do so, they have to be stopped. It’s not up to me at all.”

ครั้งหนึ่งนายกฯ ชวนเคยกราบบังคมทูลว่า แถวหน้าทำเนียบมีคนมาจัดประทัดแก้บนหลวงชุมพรเป็นประจำ บ่อยครั้งเสียงดังจนน่าตกใจ ไม่ทราบเกล้าฯ ว่าเสียงดังมาถึงสวนจิตรฯ หรือไม่ จะได้ปรามไปยังทางตำรวจ ทรงรับสั่งว่า
“อยู่ที่การจุดประทัดเป็นการผิดกฎหมายหรือเป็นเสรีภาพ ถ้าถูกกฎหมายและเป็นเสรีภาพ จะดังอย่างไรก็ต้องทน ฉันก็ต้องทน คุณชวนก็ต้องทน แต่ถ้าไม่ใช่เสรีภาพและผิดกฎหมาย แม้ดังมาไม่ถึงสวนจิตรฯ ก็ต้องห้ามหรือปราม อย่าใช้ตัวฉันหรือสวนจิตรฯ เป็นเครื่องวัด”

Once the King Bhumibol said, Sufficiency economy is like the root of life. If you have a good stable root in your land, then it’s like having stable stakes that are supporting the building or the house. So before you can build anything that’s strong, it depends on how strong the stakes are. This is something that most people don’t see and forget about because all you see is the house itself.

Once the King Bhumibol said, to be the ‘tiger’ or to be the powerful country is not important. What’s important is to have the self-sustainable life, which means you can live by yourself, know how to make food, grow your own food. You don’t have to depend on the foreign trade. Basically being self-sufficient. You can take care of yourself. If you have all the basics, other things can come later.

The coffee bean which is grown everywhere in the Northern part of Thailand was actually part of his project as well. At that time people were growing opium and it started to become problematic and illegal. The King Bhumibol went up there to see the opium fields and he didn’t say anything bad. He looked and studied how his people live and eat then came back with the research. He brought in coffee. You know why? Because coffee needs shades, which means you still need the forest. At the time people had no knowledge of agriculture. After the soil was dead they kept moving to other lands and they cut down trees and they started losing water.

The guy who grows coffee in the woods has his coffee sold to many coffee business, in the country and outside the country. His coffee tastes good and doesn’t need pesticide. However he refuses to grow more because that would mean he has to cut down trees. What if one day the economy is down and the coffee is oversupplied. We can’t sell coffee and we can’t find fish to eat. The fish is gone because the river is gone, too. What are we gonna do? So this is all the coffee we can produce. This is all we have. THIS is the sufficiency economy.

The King Bhumibol once said this. And I think that’s exactly why he traveled all over the country. Because he wanted the answer. He was studying the country in order to supply what his people actually wanted.

“Once the King Bhumibol and the Queen Sirikit went to จังหวัดสกลนคร and found out that the people were having problem because they don’t have enough water to use, even though they had a reservoir. So the king order the raise of the watergate to increase the space in order to contain more water. However doing so would flood some land. The area was occupied by some people who technically were trespassing because it was the public space. They didn’t have the deeds over the land so they had no right whatsoever to go live there. Once again, technically, the unlawful occupants could just be expelled, chased out of the land, for the greater good. But the King said, the reason why they’re trespassing is because they have nowhere else to go. They didn’t wanna do this but they had no choice. The King also said, ‘I’m not trying to help them forever. I just want to give them a chance.’

“การมีเสรีภาพนั้นเป็นของดีอย่างยิ่ง แต่เมื่อจะใช้ จำเป็นต้องใช้ด้วยความระมัดระวังและความรับผิดชอบ มิให้ล่วงละเมิดเสรีภาพของผู้อื่นที่เขามีอยู่เท่าเทียมกัน ทั้งมิให้กระทบกระเทือนถึงสวัสดิภาพและความเป็นปกติสุขของส่วนรวมด้วย มิฉะนั้นจะทำให้มีความยุ่งยาก จะทำสังคมและชาติประเทศต้องแตกสลายจนสิ้นเชิง”

In order to have an orderly society you need to follow a certain rule. Exercise your freedom in your own space and not invading or intruding in other people’s space.

You can have all the freedom you want and you can use it when necessary. But you have to be careful with it and be responsible. Make sure not to intrude other’s freedom because they’re your equals. They have the same freedom as you do. Also, don’t threaten other people’s well-being.
